This link to the website for Forests, Parks and Recreation (pr.vermont.gov/state_lands/leases_licenses_permits) has all necessary information for riding on state property, including state parks and forests such as Willoughby and Groton. It includes the on line application and contact information for all the district office license coordinators.
This site spells out when a permit is needed, which is important because it isn’t simply “groups of 8 or more” that require a permit. Anything that is organized and/or publicized and/or has a donation requested or a fee associated with it requires a permit. While one person riding a horse on the CCC Road in Willoughby would not require a permit, if that person publicized a ride and only two other riders showed up, then a permit would be necessary. The “organized and/or publicized” is more of a trigger than group size.
